Trump didn't do shit except feed the flames of division. He didn't see the 60% of Americans who disagreed with him as political opposition, he saw them as his personal enemies and, by extension, enemies of the "nation" and attacked them as such.
I would say he was ineffective but that wouldn't give him enough credit. He'll forever be the person who did the most harm to the United States of America in our history.

He introduced the National Strategy for the COVID-19 Response and Pandemic Preparedness, he brought forward the $1.9 trillion coronavirus relief package, signed executive orders to strengthen the Obama-era Deferred Action for Childhood Arrivals program, end the so-called Muslim travel ban and institute a 100-day moratorium on deportations of immigrants at risk of removal, those orders also halted the construction of the fence at the border, he rejoined the Paris Climate Agreement, he cancelled the Keystone XL pipeline permits, he further deferred student loan payments with 0% interest, in an effort to prevent and combat discrimination on the basis of gender identity or sexual orientation her signed orders to repeal the Trump administration's transgender military ban and ordering every federal agency to review racial and gender equality in their programs, and also signed four orders to advance fair housing, reform the incarceration system and reduce private prisons, reaffirm the U.S. government's commitment to engage in consultation with tribal governments, and fight xenophobia against Asian Americans and Pacific Islanders.
