Blaming Democrats when you have all the power to shutdown Goverment

They literally can't govern to save our lives.

Democrats need to vote for the bill to pass the senate, simple.

Now here's the thing, it's very rare when a party controls all of government that they don't negotiate with the minority party to get things through the senate. Democrats had to give up stuff quite a few times to get things through the senate. Democrats are currently trying to get cheaper healthcare for people on ACA, well more like keeping the current rates rather than allow them to go up by doing nothing. Republicans say it's their way or shutdown. It's clear who is at fault, the republicans for not negotiating.
